Can I download it to my laptop to create the presentation and then transfer to the Surface?

We are using two Surfaces at a tradeshow and want the presentation/program to be interactive and engaging for the attendees. We want the home screen to draw them in and the have it easy to use for them to get through the content I show below.

I need to make sure that it can be used offline and not require internet connection.

Also, can I download it to my laptop to create the presentation and then transfer to the Surface? I need to start creating ASAP and I won’t have the Surface devices for another week or two.

Would your software be a good solution for us? And is it truly just the $49/month for each device?
