Effects roll-over image mouse

Is there a way to have an effect for each widget to see an image while passing over the mouse if you see another?

1. Add two widgets Top image and Bottom image
2. Set opacity to 0 for Top image
3. Add following action to show widget on mouse over
   
4. Add following action to hide widget on mouse out (on mouse over page)
