Google Play does not accept application

I created an application and try to upload it to GooglePlay, but it produces the following:

The target API level for your application is 28. To provide the required performance and security, the target level. API must be at least 29. Set your application’s target API level to at least 29.

How can this be fixed?

Could you please rebuild your project and reupload it to Google Play again.
